HOME AFFAIRS be pleased to state:-


(a) the time when the first National Population Register (NPR) was compiled;

(b) the year of compilation and expenditure incurred along with the details of Relevant Act and Rules under which it was conducted;

(c) the number of times it has already been revised and the years of revision and expenditure incurred therefor;

(d) whether it will be updated again in 2020 along with 2021 national census;

(e) if so, the estimated cost and amount sanctioned along with time line for conducting each NPR and census; and

(f) whether it will be conducted in all States and UTs and if not, the States and UTs which are to be exempted along with the reasons for the same?

(a) to (f):The National Population Register (NPR) was first prepared
in 2010 and updated in 2015 under Sub-rule(4) of Rule 3 of the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003, framed under the Citizenship Act, 1955. Under the same Rule, NPR is being updated along with Houselisting and Housing Census Operations of Census 2021 between 1st April, 2020 to 30th September, 2020 in all the States / UTs except

Assam. The scheme for preparation of NPR in 2010 was approved at a cost of Rs. 6649.05 crore including cost of its updation in 2015. The approved cost for Census 2021 is Rs. 8754.23 crore and for updation of NPR 2020 is Rs.3941.35 crore.
