TRIBAL AFFAIRS be pleased to state:-


(a) the details of the grants in aid provided to the Tribal Cooperative Marketing Development Federation of India Limited (TRIFED) and the State Tribal Development Cooperative Corporations/Federations under the Scheme of ‘Institutional support for Development and Marketing of Tribal Products/Produce’ during each of the last three years and the current year till date;
(b) the status of implementation of the ‘Mechanism for Marketing of Minor Forest Produce (MFP) through Minimum Support Price (MSP) and Development of Value Chain for MFP’ scheme; and
(c) its success in providing social safety to MFP gatherers?

Statement referred to in parts (a) to (c) of the Lok Sabha Starred Question No. *318 for 16.03.2020 regarding “Grants-in-Aid to TRIFED”.

(a) The details of grants in aid provided to the Tribal Cooperative Marketing Development Federation of India Limited (TRIFED) and the State Tribal Development Cooperative Corporations/Federations under the Scheme of ‘Institutional support for Development and Marketing of Tribal Products/Produce’ during last three years and the current year are at Annexure 1.

(b) The Scheme is implemented through a State level agency (SLA) appointed by the State Govt. The Ministry of Tribal Affairs, Govt. of India provides fund to the SLA for procurement of MFP items and also for creation of infrastructure and modernization of Haats in the ratio of 75:25 Central and State shame respectively. Loss, if any, is also shared by Centre and State in the ratio of 75:25. Presently, the scheme has coverage of 49 MFPs and is applicable to all states. The scheme being demand driven, funds are released as per requirement. Details of grants released during last three years and current year at Annexure 2.

(c) During 2014-15 to 2018-19, State Implementing Agencies have procured MFP items of the value of Rs. 133.68 Crore. Further, 35,180 beneficiaries have also been imparted MFP development training on scientific collection, harvesting, storage, grading techniques, value addition etc. on the MFPs.From 2019-20, the scheme was modified and a component of establishment of VanDhan Kendra was incorporated under VanDhanYojna (VDY).Under the scheme Rs. 136.08 Crores has been sanctioned for establishment of 928 VDVK. The details of Van Dhan Vikas Kendra approved/sanctioned to states is enclosed as Annexure 3.
