HOME AFFAIRS be pleased to state:-




(a) whether an incident of bomb blast was reported from the Civil Court of Bhojpur (Ara) in Bihar;

(b) if so, the details thereof and the number of persons killed and injured therein;

(c) the status of the enquiry into the said blast;

(d) the details of compensation provided to the victims; and

(e) the measures taken to check such incidents?


ANSWER


MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI HARIBHAI PARATHIBHAI CHAUDHARY)

(a) to (d): Yes, Madam. An incident of bomb blast is reported to have occurred on 23rd January, 2015 in the premises of Civil Court Bhojpur (Ara) in Bihar. Two persons, including the woman who was carrying the bomb, were killed and 18 persons were injured due to the blast. The Bihar Police is investigating the case. During investigation, it was revealed that this criminal act was performed to facilitate the escape of two prisoners from the Court. Taking advantage of smoke and stampede, two under trial prisoners were able to escape and one of them has been rearrested, subsequently. The Bihar Police has arrested three persons in connection with this incident and they have been sent to judicial custody. The Bihar Gove- rnment has granted a compensation of Rs. 10 lakh to the family of the security personnel who died in the bomb blast.

(e): Advisories are being issued by the Central Government from time to time to the State Gover- nments to take all precautionary measures to ensure that strict vigil is kept on all public places with high foot falls including Court premises, religious places, markets, malls, railway stations, bus stations, cinema halls, etc. to ensure that no untoward incident takes place in such places or anywhere. The State Governments should also sen- sitize all the support departments/agencies, viz., Police, medical and health, fire, municipal corpo- rations, etc. in this regard.
