Will the Minister of

FINANCE be pleased to state:-

a) whether the Government has announced Pradhan Mantri Garib Kalyan Package to ensure weaker section of the society to get basic amenities and that they do not get impacted during the lockdown period due to Covid-19;
b) if so, the details thereof along with its aims and objectives and the quantum of financial assistance released under the said package including the number of people who have got benefitted out of this package State/UT-wise;
c) whether the Government has taken effective steps to ensure that the financial assistance reaches the weaker sections of the society and if so, the details thereof;
d) the details of criteria fixed by the Government for availing this package; and
e) the other steps taken by the Government to ensure that the weaker/lower middle and middle class section of the society are provided with basic facilities and amenities at affordable rates during the period of Covid-19 pandemic?


(a) to (d): Yes, Sir. The Government has announced a Rs 1.70 Lakh Crore relief under the Pradhan Mantri Garib Kalyan Yojana for the poor to help them fight the battle against Corona Virus The assistance under the package was done through Direct Benefit Transfer in case of cash transfers and after proper verification in other cases. Further, the Empowered Group on Economy and Welfare set up under the Chairmanship of Secretary, Economic Affairs and comprising of Secretaries of various Ministries/Department monitors the implementation of the Package. A Statement indicating details about the Package is at Annexure-I. State/UT-wise details of beneficiaries and amount disbursed is at the Annexure II (a) & II (b).
(e) A total of INR 68,820 crores have been done as cash transfers to eligible persons under various components of PMGKP as on 7.9.2020. So far 178.85 Lakh MT of foodgrains and 6.82 Lakh MT of pulses have been distributed free of cost to approx. 75 crores beneficiaries under NFSA and this scheme will continue till November 2020. The Government is implementing Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) to provide health cover of Rs. 5 lakh per family per year for secondary and tertiary care hospitalization to around 10.74 crore poor and vulnerable families (approx. 50 crore Individuals) as per Socio-Economic Caste Census (SECC) data. To effectively cover AB-PMJAY beneficiaries for testing and treatment of COVID-19, packages for ‘Testing for COVID-19’ and ‘Treatment of COVID-19’ have been notified. The Reserve Bank of India had also announced a three-month EMI holiday from March 1, 2020, till May 31, 2020 on all term loan repayments like auto, home, personal loan EMIs etc, which was further extended till August 31, 2020. Further, the facility of free food grains supply was also extended to migrants for 2 months under the Aatma Nirbhar Package announced on 14.05.2020.
