CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state:-


(a) whether, considering that the effect of COVID-19 has not subsided completely, the Government plans to extend the allocation of rice to Odisha at least for the next 8 months under Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), if so, the details thereof and if not, the reasons therefor;

(b) whether the Government aims to provide free pulses that were discontinued after the first phase of the scheme and if not, the reasons therefor; and

(c) whether migrant workers who did not possess ration cards in their destination States were extended the benefit under PMGKAY and if not, the reasons therefor?

(a) to (c): A statement is laid on the Table of the House.

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF THE STARRED QUESTION NO.157 DUE FOR ANSWER ON 08.12.2021 IN THE LOK SABHA.

(a): Govt of India has extended the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) for a period of another four months i.e. December, 2021 to March, 2022 (Phase-V) for all of the States/UTs including Odisha. State of Odisha has been allocated a total of 0.86 LMT wheat and 5.62 LMT Rice for these four months as additional quantity over and above NFSA allocation.
(b) Under PMGKAY-I, pulses were distributed @1 kg per household per month, free of cost, to 19.4 crore beneficiary Households as per the National Food Security Act, 2013 (NFSA), for a period of three months –April to June, 2020. Under PMGKAY-II, i.e. July to November, 2020 , 1 kg whole Chana was provided free of cost to each family per month to beneficiaries already identified under the NFSA. Thereafter, no provision has been made to provide free pulses under PMGKAY.
(c) Migrant NFSA beneficiaries have availed the free foodgrains under Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) through the portability available under One Nation One Ration Card (ONORC) plan by utilizing the existing ration card of their home State. A total of 17.71 Crore transactions under PMGKAY have been recorded so far and such beneficiaries have no need to obtain new ration card in their destination State.
