SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:-


(a) the details of disability certificates issued in the country, State-wise and also district-wise in Madhya Pradesh, Odisha, Uttar Pradesh and Rajasthan;

(b) whether the Government is planning to formulate guidelines for hospitals and e-mitra centres for issuance of disability certificates;

(c) if so, the details thereof and if not, the reasons therefor; and

(d) the steps taken by the Government to increase the efficiency of the software through which certificates are generated?

(a) to (d) A statement is laid on the Table of the House.

Statement referred to in reply to part (a) to (d) of the Lok Sabha Starred Question No. 134 raised by DR. KRISHNAPAL SINGH YADAV: SHRI RAJBAHADUR SINGH: regarding “Issuance of Disability Certificate” for answer on 07.12.2021.

(a) Certificate of disability is issued by the competent medical authorities as notified by the States/Union Territories. As per information available from the office of Chief Commissioner of Persons with Disabilities (CCPD), the number of certificates of disability issued by various States/Union Territories including Madhya Pradesh, Odisha, Uttar Pradesh, Rajasthan is at Annexure l. District-wise data on certificate of disability is not maintained by the office of CCPD. However, district-wise data as received by the office of CCPD from Government of Uttar Pradesh on 02.12.2021 is at Annexure II.

(b) & (c) The Ministry notified the guidelines for assessment of specified disabilities included under Rights of Persons with Disabilities ACT, 2016 (except Autism Spectrum Disorder) on 04.01.2018. The guidelines for assessment of Autism Spectrum Disorder notified on 25.04.2016, is applicable. These guidelines are required to be followed by all certifying medical authorities while assessing disability. Further, the Ministry has also issued a notification on 5th May 2021, which mandates issuance of certificate of disability through Unique Disability Identity Card portal i.e.www.swavlambancard.gov.in with effect from 01.06.2021 by the competent medical authorities as notified by the States and Union Territories.Further, the Department of Empowerment of Persons with Disabilities has signed an Memorandum of Understanding with CSC e-Governance Services India Limited under the Ministry of Electronics and Information Technology with a view to enable registration of persons with disabilities for applying for certificate of disability under the Unique Disability ID (UDID) portal.

(d) Up-gradation of the application software of the UDID portal through which certificates of disability are issued, is a continuous process. The Ministry undertakes security audit of the UDID application software periodically and enhances the capacity of servers and addresses other technical parameters as and when required to increase the efficiency.
