Cyclone Shelters for Coastal Areas

HOME AFFAIRS be pleased to state:-


(a) whether the Government/National Disaster Management Authority (NDMA) has any proposal to set up cyclone shelters permanently on the coastal areas of Tamil Nadu viz. Chennai/Nagai/Cuddalore which are very often affected due to heavy rain/floods/cyclone and natural calamities every year causing heavy loss to human loves/animals and properties;

(b) if so, the details thereof; and

(c) if not, whether such proposal will be considered for implementation in the future?

(a) to (c): Multi Purpose Cyclone Shelters (MPCS) are built under the National Cyclone Risk Mitigation Project (NCRMP), which is a World Bank assisted centrally sponsored scheme. It is being implemented by National Disaster Management Authority (NDMA) in the 8 coastal States, in two phases. Two States were covered in Phase-I, namely, Andhra Pradesh and Odisha; and six States are covered in Phase- II, namely, Goa, Gujarat, Karnataka, Kerala, Maharashtra and West Bengal. At the time of the inception of NCRMP, Tamil Nadu State was already implementing a similar World Bank assisted project viz. “Coastal Disaster Risk Reduction Project” with a total outlay of Rs. 1481.80 crore, having similar components including Multi Purpose Evacuation Shelters (MPES). Under the project, 121 nos. of MPES were built in 13 districts of Tamil Nadu.
