RAILWAYS be pleased to state:-


(a) whether an IED blast on Bhopal-Ujjain passenger train near Jabdi Station in Shajapur in Madhya Pradesh took place on 7th March, 2017;

(b) if so, the details thereof along with the number of passengers in the train injured/died due to IED blast and the compensation paid/announced by the Government/Railways;

(c) whether any preliminary investigation has been conducted to ascertain the person(s) and organisation(s) behind the IED blast and to nab the culprits; and

(d) if so, the details in this regard?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF UNSTARRED QUESTION NO. 4474 BY SHRI KAMAL NATH, SHRI T. RADHAKRISHNAN, DR. J. JAYAVARDHAN, KUNWAR HARIBANSH SINGH, SHRI S.R. VIJAYKUMAR, SHRI SUDHEER GUPTA, SHRI GAJANAN KIRTIKAR, SHRI ASHOK SHANKARRAO CHAVAN, SHRI JYOTIRADITYA M. SCINDIA, SHRI D.K. SURESH, SHRIMATI SUPRIYA SULE, DR. HEENA VIJAYKUMAR GAVIT, SHRI MOHITE PATIL VIJAYSINH SHANKARRAO, KUNWAR BHARATENDRA, SHRI SATAV RAJEEV AND SHRI DHANANJAY MAHADIK TO BE ANSWERED IN LOK SABHA ON 29.03.2017 REGARDING IED BLAST IN PASSENGER TRAIN

(a) & (b): On 07.03.2017, a blast took place at about 09.40 hrs in general coach of train No. 59320 (Bhopal-Ujjain Passenger) at Km. No. 177/13-15 near Jabri Railway station over Ratlam Division of Western Railway, when the train was on its way to Ujjain from Bhopal. In the blast, 11 passengers got injured. No compensation has been paid by the Railways to victims. However, an Ex-gratia amount of ` 23,500/- has been paid by the Railways to 11 injured passengers.

(c) & (d): Policing on Railways being a State subject, prevention of crime, registration of cases, their investigation and maintenance of law & order in Railway premises as well as on running trains and security of railway track, tunnels and bridges are the primary responsibility of the State Governments, which they discharge through Government Railway Police (GRP)/Civil Police. Hence, the case was registered by the GRP/Ujjain vide Cr. No. 47/2017 u/s 3/4 of The Explosive Substance Act, which was subsequently transferred to Anti Terrorist Squad/Bhopal. The case has now been entrusted to National Investigation Agency.
